They are standing in the formal gardens of the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition. The woman and child at left strongly resemble Mary and Elsie Frasch as seen in multiple O.T. Frasch images of the A.Y.P.E.

We do not know the names of the couple to the right or who took the photo.
