This image shows the Administration Building for the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition. Here it is under construction, late in 1907 or early in 1908 (the card was postmarked January 11, 1908). This building is also shown in Image 11 (or 1-1) and Image 29.

The image is unusual because of the use of lower case letters in the caption, the lack of an image number, and the initials "OTF" rather than "O.T. Frasch". Also, the imprint on the back is unlike any other we have seen to date:

The fair's official photographer, Frank Nowell, had an exclusive contract to photograph the fair before it opened, so we do not know whether Otto took this photo himself or licensed it.

There is a man posed in front of the building (just above the 'S' in "Seattle") but his face is not sharp enough to determine whether he appears in any other O.T. Frasch images.

A variant of this image has a typed caption on the front. This is also very unusual:
