This is a photo of an exhibit hall at the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition. We are told that this is actually the Concatenated Order of Hoo Hoo, a fraternal organization founded in 1892 by lumbermen of the South engaged in Reconstruction after the Civil War.

The image was also printed with the caption "Compliments of Hoo-Hoo House" but no number:

There is also an Image 282 (282 - Cushman Falls Lake Cushman) showing a waterfall at Lake Cushman near Lilliwaup, where Otto's wife and daughters lived while he worked in Seattle. Perhaps Otto reused the image number because no one would be interested in an A.Y.P.E. card after the exposition ended.
